Lots of home improvement businesses advertise "Licensed and Insured" ... even when they're not. The sad truth is, it's usually the homeowner who is left hanging. Either because the 'fake contractor' left them hanging in the middle of a job, because the state or other municipality shut them down for improper licensing, or because the work was not properly done and the homeowner was left footing the bill.
